Was bad now clean

I have an iPhone 4 that I got with Verizon when it was first launched. About 4-5 month ago my wife lost her job and the phone bill was put on the back burner ans service was turned off. Just for S&G's I check the status every so often. Today it shows up as clean when before it would always show up as bad. On another iPhone forum people were saying that Verizon releases ESN's of the phones that are blacklisted due to non-payment. Is this true? Or is there a glitch and I am getting my hopes up for nothing. I hope to one day use it again and would not be able to if it has a bad ESN.

I have heard that Verizon can release ESNs after 6 months just like Sprint has, but dunno what their terms are.

As I said in a previous post tonight, 100% of all VZW devices we have ever tried to activate that are claimed to be bad, even when the site shows clean, have in fact been free to activate.
