Will AT&T blacklist devices that are flagged for fraud ?

I purchased an iPhone X from a lady. The iPhone had iCloud clean and the IMEI showed whitelisted on sites like ********/IMPRO. The iPhone was an AT&T device.

I tried unlocking it on AT&T Device Unlock website but below is what I was emailed back by AT&T:

This device is flagged for fraud

We can't unlock this device.
Device IMEI number: ***************
Request number: ***************

Hi *******,

Unfortunately, the device you're trying to unlock is associated with fraud so we can't unlock it.

Here is my question:

I understand AT&T will not unlock this device. My question is, will they eventually blacklist it?

Can this device be used with AT&T/AT&T Network carriers without issues in future?

Will AT&T block my connection if I get my SIM on this device?

If the device wasn't lost or stolen, then no, they can't "blacklist" it. I can't tell you why it's on the fraud list, but it could be because someone didn't pay for it on a contracted plan.
